In 2025, Paris attracted over 18 million international visitors. But what makes Paris win is not just romance, but safe logistics, functioning public transport and a tourism policy that is considered to work. Europe generally dominates the list overall, with Madrid in second place and Rome and Milan close behind. According to Euromonitor International, these are cities that have understood that tourism is about professionalism and stability rather than just being trendy for the moment. London was at the top for a long time, but recently things have been worse for the British. Although people still make the pilgrimage there (the third most visited city in the world), the British capital has slipped down to 18th place. The reason for the drop is that it is simply too expensive and too complicated to visit the city these days.
