Shanghai will gradually allow malls, grocery stores, restaurants and other businesses to reopen starting Monday after the spread of COVID-19 has slowed, according to the city's vice mayor Chen Tong.

But it is still unclear when the city's more than 25 million residents, who have been forced to stay at home since the beginning of April, will be allowed to come out.

The lockdown has caused frustration and anger among residents who have had difficulty obtaining food as online shopping has become overloaded. Instead, authorities have been distributing food bags to residents.

The number of registered cases of Covid-19 in the city dropped to 1,369 on Sunday, well down from the peak of 25,000 cases in mid-April.
