Germany and France oppose proposal to ban Russian tourists from visiting EU countries, reports Reuters.

”"Our visa policy should continue to allow people in the EU to have contact with Russian citizens who are not linked to the Russian government," a Franco-German document seen by Reuters states.

A summit to discuss the issue will be held during the week.
