According to the news site Politico Europe, the proposal means, as expected, that it will be up to each member state to decide which time they want: either standard time or summer time, which means that they will in practice change time zones.
The idea is that all countries will switch to daylight saving time as usual on March 31, 2019, but that the clocks will then be reset on October 27, 2019, only by those countries that want to have perpetual standard time.
In order to avoid unnecessary confusion, each country is also required to decide at least six months in advance – that is, by the end of April 2019 at the latest – what time it intends to have. The same rule will then apply in the future: if any country changes its mind or wants to change the time again, it must inform about it at least six months in advance.
Today's proposal will now be considered by the EU member states in the usual manner.
