Finland wants to lift its coronavirus restrictions in mid-October. But it could also be possible to remove some of them sooner than that.

When 80 percent of everyone over the age of twelve in Finland is fully vaccinated, the country's restrictions will be lifted completely. But the country is already starting to open up. 
– We will not wait until we achieve the vaccine goal, but we will start phasing out restrictions gradually now, says Minister of Family and Care Krista Kiuru, according to Swedish Yle.
By early September, 1,030 people had died with COVID-19, and 21 patients were in intensive care in the country.
