The German government is giving all 18-year-olds 200 euros in a so-called "Culture Pass", reports the German DW.
The money can be spent on local cultural activities such as museums, cinemas and concerts, but also on books and records.
The passport can be collected by all German young people who turn 18 this year.
Culture Minister Claudia Roth describes the passport as a "birthday present" to newly-minted adults.
